The National Assembly votes to approve Clause 3, Clause 13 and Clause 15, Article 1 of the Draft Law. Next, vote to approve the entire Draft Law amending and supplementing a number of articles of the Electricity Law with the approval rate of 91,16%.
The notable new feature of the Electricity Law is that the Ministry of Industry and Trade presides over and coordinates with the Ministry of Finance to develop the price bracket of the average retail electricity price, the price adjustment mechanism and the structure of the electricity retail price schedule. submit to the Prime Minister for decision.
The adjustment of electricity retail price must be made openly and transparently about the variation of constituent factors, related to price adjustment. The State uses measures to stabilize electricity selling prices in accordance with the law on prices. Electricity generation prices under a fixed-term electricity purchase and sale contract or electricity wholesale price shall be agreed upon by electricity units but must not exceed the approved electricity generation or wholesale price bracket.
For electricity prices in rural, mountainous, border and island areas that do not have the national power grid, the State should have a mechanism to support retail electricity prices for the purpose of living in these areas. more flexible such as direct money support (currently the State has supported 30,000 VND / month of electricity bill for poor households), support through price mechanism ... in accordance with the levels of the electricity market .
